In 2021, New York City enacted Local Law 126, requiring regular inspections and maintenance of parking structures to ensure public safety. The law was created after structural failures in garages highlighted the need for proactive oversight.
Under LL126, all parking garages must be inspected by a Qualified Parking Structure Inspector (QPSI) every six years. The inspector files a report with the NYC Department of Buildings (DOB), classifying the garage as: Safe, Safe with Repairs and/or Engineering Monitoring (SREM), or Unsafe.
If unsafe conditions are identified, the owner must immediately implement protective measures, perform necessary repairs, and restore the structure to a safe condition. Typical repair work may include concrete restoration, waterproofing, corrosion protection, and structural reinforcement.
This law applies to all garages citywide, with phased deadlines depending on location and occupancy group. Beyond compliance, Local Law 126 helps extend the lifespan of parking facilities, protecting both property owners and the public.
